About Employ ULV
The Employ ULV project aims to provide a flexible, innovative and co-ordinated approach to labour market intervention in the Upper Lee Valley (ULV), which encompasses the boroughs of Enfield, Haringey, and Waltham Forest.
The programme is a unifying framework that seeks to get unemployed and low-skilled workers back into employment. Employ ULV add value and impact by providing an integrated ladder of progression for unemployed and low-skilled workers that directly addresses, and is responsive to, the changing needs of employers.
Employ ULV adopts an employer-focused approach and aims to develop and enhance employer relationships. The programme works with existing and new employers to help recruit new staff and to improve workforce development and retention. Employ ULV works with a range of providers and ensures that major contractors to Job Centre Plus work in synchronicity with smaller and specialist providers to deliver a comprehensive set of services across the ULV.
Urban Futures is responsible for bringing together key players to deliver the service, acting as the interface between training organisations, government agencies and departments, employers and unemployed residents.

Objectives of Employ ULV
- To target key employment sectors and specific employers through partnerships with employer-facing agencies such as Job Centre Plus, North London Chamber of Commerce, North London Learning & Skills Council (LSC) and North London Business.
- To mediate between client provision and the needs of employers and the wider labour market.
- To link to the developing role of North London Business so that an integrated suite of services can be offered to prospective Inward Investors.
- To lever in both Job Centre Plus and LSC mainstream resources.
- To bring the work of main providers into increasing synchronicity with that of smaller, community based providers.
- To create an integrated service by enhancing links with LSC, European and other public sector resources.
- To respond directly to the key London Development Agency (LDA) priority of ensuring that economic opportunities created through priority economic nodes in the ULV as well as further afield (e.g. Stansted and Stratford), are linked to areas of need.
- To create a framework that will develop into a provider network capable of responding flexibly and innovatively to changing employer and labour market requirements.
