Case StudiesManaging Labour Market Provision - The Employ ModelUrban Futures has developed a major new employment framework, which seeks to link economically inactive residents with employment and skills opportunities. Working closely with strategic partners and a range of training providers, we initially targeted this project across four Haringey-based Single Regeneration Budget (SRB) programmes (which we also managed). We implemented a framework of progression for those accessing the service that included outreach work and help with basic skills through to job brokerage and placement. Our role, as project manager involved taking a lead in the development of the project, commissioning external training providers, monitoring and evaluation as well as profile and marketing issues. The project was very successful in targeting economically inactive residents within the Borough and directly led to over 1000 people obtaining jobs from 2001 to March 2004. Building on the success of the Haringey Employ project, Urban Futures has been instrumental in developing a new Upper Lee Valley (ULV) Employ framework. This initiative is being supported by the London Development Agency (LDA) and the three local authority areas which make up the ULV (Haringey, Enfield, and Waltham Forest). This new ULV-wide project offers an integrated and seamless progression route for economically inactive people through a progression ladder (i.e. from basic skills through to employment placement) and concentrates on a wider geographical area. We can develop this model with partners to integrate with other strategic employment strategies and it can be tailored to bring additional added value to economic regeneration initiatives across London and beyond. The model has been designed to adapt to different local conditions and the progression routes will focus on local strategic priorities. The framework can be targeted at specific areas such as job brokerage and workforce retention. Development issues and interventions can be influenced quickly through research components, either as independent evaluations and studies in their own right or as commissioned research as part of the overall framework. Urban Futures aims to ensure that Employ becomes the leading framework initiative, enabling economically inactive people to have a smooth transition back into the world of training and employment. The programme also facilitates closer relationships with local employers and potential new employers. |
