Single Programme

With the introduction of the London Development Agency's (LDA) new Single Programme, partners in the Upper Lee Valley (ULV) in North London needed to develop regeneration policies, strategies, objectives and projects, which would meet the demands of three funding streams, three local authorities and a range of delivery partners. We took on the role of managing the process through a partnership structure of both strategic and operational groups over an 18-month period.

An initial mapping exercise established baseline information on over 130 regeneration projects across the sub-region, their objectives and their delivery agents. The highlighted gaps in provision were fed into the development of commissioning prospectuses for the Single Programme. The identified areas of strength enabled some immediate first-year project spend. We also provided an operational and strategic link to the parallel bidding rounds for the European Regional Development Fund (ERDF) and the European Social Fund (ESF). This enabled us to develop a strategic package of bids, to meet most of the priorities of the area partnership under those funding regimes. We then coached bidders and proposal writers for both funding streams and worked with the funding bodies to see the projects through to scoring and appraisal.

Along the way, there were many conflicting interests and points of view amongst partners that we needed to reconcile, as well as a practical need to ally both strategic ideals and operational realities.
